Websites-Database/Ecommerce (Dynamic)

I hired a freelancer from a different website and after taking 2/3 of the fees he told me he was not going to finish the job and wanted more money. Even though I never requested him to use Joomla , he used it and then told me that few of the functionalities that I originally asked for cannot be done in Joomla. He basically lied to me to get the job and in the middle of it he wanted to rip me off by asking more money . What a con-man but all I have now is an incomplete website. I have two options:1- Finish what was started and possibly add those missing funtionalities (if technically possible) , I like the design the old guy came up with so if you can use the same templates he created it is perfectly fine with me.
2- Start from scratch and convert the whole website to a new CMS website.

Since this guy stole a good chunk of money from me now I do not have a big budget so please bid accordingly. Below is a complete list of functionalities, if you need to see the incomplete Joomla website please PM me so I can send our website’s link as I cannot post our website links here.

2- CMS must be able to publish html extension static pages for all pages
3- CMS must allow us to write title tags, descriptions and other SEO details
4- CMS background admin needs to be easy to understand but feature rich for future expansion.*** In your bid please provide a link to the demo CMS admin you are planning to use, I need to see how your CMS admin works and feels ***
5- Budget is limited , reasonable offers please.
6- we should be able to easily create subcategories under main categories.
7- Fast turnaround is required
8- After sale support is required
9- Installation of CMS is required
10- For our products catalog type uniform product display is required so all products display in a similar way , with same image sizes, lay out etc.
Our product page should have these sections “Description, Supplement Facts Table, Other ingredients, Recommended Use, Food Sensitivity, Warning, Disclamier” and ideally if we need to add another title we should be able to do it ourselves in the future. For example if we need to add ” Used Conditions” we should be able to add it to the template and it should reflect on all the existing and future products, without having to modify each product page. For example see this link http://www.vitacost.com/NSI-Synergy-Basic-Multi-Vitamin-Version-2
11- easy to manage FAQ section
12- Easy to manage news feed
13- PRoduct images will be supplied but pro should have access to stock images if needed
14-”store locator” as in someone can search for the stores that stock our products by either looking by state or by entering ZIP.
15- we are a vitamin company, administration panel should have table form that allows creating “supplement facts table” in a uniform way for all products. we do not want to create this table outside and paste it. we want to be able to create this table for each product from within the admin panel by just entering the list of ingredients and the website should display it autamatically. - For the supplement facts table that you will build into admin for product pages, here is some examples for you to review:
http://www.koshervitamins.com/shop/stores_app/Browse_Item_Details.asp?showpage=1&page_id=23&Item_ID=391, the table and all the info below such as “other ingredients, recommended use, food sensitivity, warning” should all be part of this form.

Yeah, but never the less, I think this post is debatable.
